With reference to your telegram No. 184. Firm of local contractors experienced in
coolie recruitment have already been sounded privately by
me and as soon as I receive details as to organisation,
conditions of service, payment, etc. from your lordship,
the machinery can be set going.
Coolies are collected, clothed and fed by
contractors and estimate possible collection at the rate
of 1,000 in first month and 2,000 each subsequent month
provided that there is no opposition from Chinese
authorities.
I have been consulted by Commissioner at
Weihaiwei as to his instructions which I have asked him
to repeat to me.
